you can have irfanview open pictures the drag a selection within the picture then ctrl+x to cut that selection, with the same picture open, press ctrl+v and it will make a new image with the selection that you can then save.
if you want to copy the image, you can make a selection again and move your cursor to each side of the selection and drag the selection boundry to whatever you like, move it to the absolute edge of the picture in all 4 sides and you can use ctrl+c to copy and ctrl +v to copy it elsewhere. Though it might be easier to just open it from another software if needed.
Another thing is making a selection and then holding right mouse over it and you can move your selection to another location.
if a picture is too small and you need extra working room, press ctrl+r to resize or press F that will stretch the image to your desktop height to give you a better view or working space, pressing f again will bring it back to normal.
